What do these changes do?
Upgrades CI dependencies:
ubuntu 20.04 --> 22.04, but for director-v0 tests that require python 3.6, hence ubuntu 20.04 required.
buildx 0.8.2 --> 0.10.2
RClone 1.58.1 and 1.57 --> 1.62.1
